Luísa Neto

Luísa Neto (Lisbon, 1971) holds a degree from the Faculdade de Direito da Universidade de Lisboa (specialisation in Legal and Political Sciences, 1994) and a PhD from the University of Porto (specialisation in Legal and Political Sciences, 2003). She applied for Associate Professor in 2009 and completed her habilitation in 2020.
In addition to being a lecturer at FDUP, she has served as President of the Board of Directors of the National Institute of Administration (INA, I.P.) since 2021.
 
- Associate Professor at the Faculty of Law, University of Porto, tenured, with habilitation
- Lecturer at FDUP since 1995, where she has taught Public Law subjects (Political Science, Constitutional Law, Fundamental Rights) across various study cycles
- Founding member of the ICON.S (International Society of Public Law) Portuguese Chapter
- Member of the Steering Committee of the EGPA (European Group of Public Administration) and the Council of Administration of the IIAS (International Institute of Administrative Sciences) for the 2022-2025 term
- Member of the Expert Group on Public Administration and Governance, Directorate-General for Structural Reform Support, European Union
- Member of the Centre for Interdisciplinary Research on Justice (CIJ) at the Faculty of Law, University of Porto since February 2016
- Member of the Biolaw Department of the International UNESCO Chair in Bioethics and a member of its Steering Committee
- Member of the Bioethics Centre of the Faculdade de Medicina da Universidade do Porto;
 
- Collaborates with other scientific and academic institutions in teaching courses and postgraduate programmes, both degree-awarding and non-degree-awarding
- Speaker at various seminars, conferences, and colloquia
- Author of several publications in the areas of Constitutional Law, Fundamental Rights, and Bioethics
 
In her academic career, she has held the following positions, among others:
- Member of the Provisional Pedagogical Council of FDUP (1997-1999)
- FDUP representative on the Committee for the Development of the UP Strategic Development Guide (1999)
- FDUP representative on the Committee for Formulating a Teacher Policy for UP (1999-2000)
- Member of the Academic Council for Continuing Education at UP, created by Senate resolution (1999-2002)
- Member of the Assembly of Representatives of FDUP (2002-2008)
- Member of the Assembly of UP representing FDUP (since 2003 and elected member of its Academic Section since 2005)
- Member of the Self-Evaluation Committee responsible for preparing the report presented to CNAVES by FDUP (2003)
- Member of the Committee for Improving the Quality of Teaching at UP (2004)
- President of the Pedagogical Council of FDUP (2004-2010)
- Representative in the UP Observation Group for the implementation of SIGARRA and coordinator of the same programme at FDUP (2005)
- FDUP representative on the group for curricular reorganisation of the 1st cycle of training under the Bologna Process (2005)
- Vice-President of the Scientific Council of FDUP (2005-2007)
- President of the Committee that produced the FDUP Institutional Self-Evaluation Report (2007/2008)

- Adviser to the Minister of Justice (XVIConstitutional Government)
- Lawyer registered (voluntarily suspended since November 2006) with the Portuguese Bar Association
- Member of the Direcção da Associação Portuguesa de Apoio à Vítima (2007-2013)
- Member of the Conselho Pedagógico do Centro de Estudos Judiciários, appointed by election of the Assembly of the Republic (2009-2016)
