Luísa Neto

LUÍSA NETO (Lisbon, 1971)  holds a degree from the Faculty of Law of the University of Lisbon (mention of legal and political sciences, 1994) and a PhD from the University of Porto (mention of legal and political sciences, 2003).
She is an associate professor since 2009 and took the aggregation exams in 2020.
In addition to being a professor at FDUP, since 2021 she has been President of the Board of Directors of the National Institute of Administration (INA, I.P.)

- Associate Professor at the Faculty of Law of the University of Porto, on a tenure basis, with aggregation
- Lecturer at FDUP since 1995, where she has ensured curricular units in the area of Public Law (Political Science, Constitutional Law, Fundamental Rights) in the various study cycles.
- Founding member of ICON. S (International Public Society of Public Law) Portuguese Chapter- Member of the Steering Committee of EGPA (European Group of Public Administration) and the Council of Administration of IIAS (International Institute of Administrative Sciences) for the 2022-2025 terms
- Member of the Expert group on public administration and governance, Directorate General for Structural Reform Support, European Union
- Member of the CIJ (Centre for Legal Research) of the Faculty of Law of the University of Porto since February 2016, renamed Centre for Interdisciplinary Research in Justice (CIJ) in January 2024

- Member of the Biolaw Department of the International UNESCO Chair in Bioethics and member of its Steering Committee
- Member of the Centre for Bioethics of the Faculty of Medicine of the University of Porto
- Collaborates with other scientific and university institutions in the teaching of training and postgraduate courses conferring and not conferring degrees
- Speaker at various seminars, conferences and colloquia
- Author of several publications in the area of Constitutional Law, Fundamental Rights and Bioethics
 
In academic life, she held, among others, the following positions:
- Member of the Provisional Pedagogical Council of FDUP (1997-1999)
- Representative of FDUP in the Commission for the Elaboration of the Strategic Development Guide of UP (1999)
- Representative of FDUP to the Commission for the Formulation of a Teachers' Policy for UP (1999-2000)
- Member of the Academic Council for Continuing Education of UP, created by deliberation of the Senate (1999-2002)
- Member of the Assembly of Representatives of FDUP (2002-2008)
- Member of the UP Assembly representing FDUP (since 2003 and elected member of the respective Academic Section since 2005)
- Member of the Self-Assessment Committee responsible for the preparation of the report presented to CNAVES by FDUP (2003)
- Member of the Commission for the Improvement of the Quality of Education at UP (2004)
- President of the Pedagogical Council of FDUP (2004 to 2010)
- Representative in the UP Observation Group for the application of SIGARRA and coordinator of the same Program at FDUP (2005)
- Representative of FDUP in the group for curricular reorganization of the 1st cycle of training within the scope of the Bologna process (2005)
- Vice-President of the Scientific Council of FDUP (2005-2007)
- President of the Commission that produced the FDUP Institutional Self-Assessment report (2007/2008)
- Director of the Master's Degree in Law at FDUP (2009 to 2012)

- Advisor to the Minister of Justice (XVI Constitutional Government)
- Lawyer with registration (voluntarily suspended since November 2006) with the Portuguese Bar Association
 -  Member of the Board of the Portuguese Association for Victim Support (2007 to 2013)
- Member of the Pedagogical Council of the Centre for Judicial Studies, appointed by election of the Assembly of the Republic (2009 to 2016)
