Technology and the fight against corruption: the use of technological solutions in crime detection

Abstract

The evolution of society combined with the study of the intersection of the phenomena of corruption and technological development represent an important means of broadening our understanding of the current crime scenario in Brazil. With this in mind, we analyzed the technological tools used to combat the embezzlement of public funds in Brazil, focusing on the software developed by the Federal Court of Accounts, especially the artificial intelligence solution Alice. The data analyzed was provided by the Federal Court of Auditors and statistical analysis techniques were used to interpret and understand the results of software implementation, given its impact on preventing the misappropriation of public funds in federal government tenders. In this way, the Alice software analyzed an average of 426 public notices every day from 2019 to 2023. In view of this, it was observed that the use of the ALICE software totaled an estimate of reimbursements to the public coffers of R$ 2,073,088,671.46. In this sense, at the end of the study, the influence of technology on the activities of the Federal Court of Auditors was found to be relevant, given that it led to a significant optimization of the use of resources in the body and relevant prevention of the drainage of federal funds in the period analyzed. Therefore, the technology studied reveals itself as an important tool to help the state prevent illicit activities, avoid the drain on public funds and promote the proper accountability of the perpetrators of embezzlement.
