The inclusion of the goal of recognizing the Stable Climate as a Common Heritage of Humanity in the recent Climate Law has made Portugal a pioneer in the discussion on the legal status of climate, an asset that is irrefutably common in the natural world, and that has been managed only as a "common concern", as it is considered in the Paris Agreement.
As the structural issue that it is, it has consequences at all levels of society, both in the strategy to combat climate change, and in the economy and governance models from local to global.
