Modern society and the economy are dependent on data. Data, and especially “big data”, is fundamental to harnessing the full potential of new technologies, such as AI. The EU is committed to guaranteeing that potential, in line with its values. Personal data was its first focus of attention, followed by the opening of access to and re-use of public sector data. 2018 was a landmark year for data. With the GDPR in force, the EU launched an ambitious “Data package”, with policy framework acts and legislative proposals. Among these, this chapter will analyse the “Open Data Directive”, the “Free Flow Regulation” and the “Data Governance Act”.
