Abstract

The research carried out at the Center for Interdisciplinary Research on Justice at the Faculty of Law of the University of Porto aimed to analyze the role of the State in the effectiveness of social security rights. The central question of the study consists of identifying Portuguese social security rights and analyzing points of contact with the Brazilian social security system. Starting from the definition of vulnerable subjects, the study proposes the identification of state actions and the requirements for granting social services and economic aid in each of the legal systems studied. It was also the object of the research to analyze the limbo that exists between those protected by social assistance/social protection and citizenship system and those covered by social security/social security system, as this stratum represents an increasing number of individuals who do not have contributions to the system. and they do not even meet the income criteria for granting assistance/solidarity aid.
