Ricardo Perlingeiro

Ricardo Perlingeiro has over 25 years of experience as a Federal Court Judge in administrative cases and as a professor of law at Fluminense Federal University. After obtaining a BA from Fluminense Federal University and Master’s and Doctor of Law degrees from Gama Filho University, he has been a visiting post-doctoral researcher at the public administration research institution (Forschungsinstitut für Öffentliche Verwaltung) in Speyer. Currently he is a professor at both Fluminense Federal University and Estácio de Sá University as well as a visiting professor at Birmigham City University and a visiting researcher at University of Porto. He was visiting scholar at universities in Beijing, Birmingham, Buenos Aires, Málaga, Pavia, Kobe and Reading. Professor Perlingeiro has published countless books and articles on administrative law (administrative justice) and international law (international legal cooperation), in Portuguese and other languages, such as Chinese, English, German, Italian, Russian and Spanish. He has also taught in judicial science schools in Brazil (in the states of Bahia, Ceará, Distrito Federal, Pernambuco, Piauí, Rio de Janeiro, Rio Grande do Norte, Roraima, Rio Grande do Sul, Santa Catarina, São Paulo) and academic institutions in Argentina, China, Colombia, France, Germany, Italy, Japan, Mexico, the Netherlands, Panama, Peru, Portugal, Russia, Spain, the USA, UK, Vatican City and Venezuela. He was the Secretary-General of the Committees that developed the Model Code of Interjurisdictional Cooperation for Ibero-America and the Model Code of Judicial and Non-judicial Administrative Proceedings for Ibero-America.
Professor Perlingeiro has also co-authored the Model Code of Administrative Jurisdiction for Continental Europe and Latin America with colleagues from
Colombia, Argentina, Venezuela, France, Germany, Italy and Spain. He is a member of the International Academy of Comparative Law, International Association of Procedural Law, International Association of Constitutional Law, among other academic institutions.
